Summary And Radio Calls Of Mexican Independence Celebrations On Sunday, Sept. 16, 2012

Good morning, everyone, it's 11:40am. Before I talk any further, I'd like to set the background of this post and mention that it is not for today, nor it is me live-blogging. Instead, this is from Sunday, September 16th, 2012. I officially started listening to the radio at 9:48pm that evening, but I was listening on and off before then, starting around 8pm. Since I don't remember everything that happened before 9:48, I am going to give a basic summary of what I heard. Like I said, I started listening in after 9:48, and I have those calls available, so I will be posting them on here. This is from the Mexican Independence celebrations that took place in most parts of the 25th District on Chicago's Northwest side. It was a pretty warm and clear night that evening, and the radio was active in 25, due to all of the celebrations going on. So without further a do, here's the basic summary I promised, and the calls.


  • There wasn't much going on when I first started listening around 8. Just the usual calls with disturbances, fights, etc. in the District and in 15. But starting around 8:30pm or so is when things started getting hectic. 25 had started getting reports of groups of people acting up on Fullerton, mostly in the Lockwood-Laramie corridor. These people were on the corners, waving flags, jumping into the street, throwing up gang signs, etc. As was clear to many officers this night, Beat 2515 was the epicenter of all of the activity.
  • As we progressed into the 8:45 time-frame, the activity started expanding south and west into the area around Hanson Park. The groups went west on Fullerton from Lockwood to Parkside, and onto the 2200 and 2300 blocks of N Lorel-Lockwood. The 2400 block of N Parkside became a problem around 9pm as well.
  • Starting around 9:15, the activity on Fullerton became one huge problem at the corner of Fullerton and Central, with a group of 100 to 150 in the street, blocking traffic, waving the flags, throwing bottles, gang activity, etc. Eventually, Beat 2590, a Lieutenant, asked officers to shut down the street and set up barriers. Traffic was diverted.
  • Between 9:15 and 9:30, the activity started spreading north and east into Beats 2521 and 2514, once people involved realized that Fullerton west of Laramie was a no-go. The intersection of Diversey and Lavergne became a problem, as did Diversey and Linder.  The activity also went back east on Fullerton, this time past Laramie. The activity spared the 5100 and 5000 blocks of Fullerton for the most part, but the activity started overspreading the 4900 and 4800 blocks of Fullerton, with their goal of overtaking the corner of Fullerton and Lamon. Their ultimate plan, it appeared, was to take over Fullerton and Cicero.
  • By 9:45, there was widespread activity on Fullerton between Parkside and Cicero. New activity also started springing up at Fullerton and Mango, Fullerton and Monitor, and the 6000 to 6200 blocks of W Fullerton, around Rils Park, into Beat 2512.
  • The main streets were not the only ones with activity. Some side street corners had activity, too, particularly on 2514's Beat. The following blocks/corners had problems: Linder from Diversey to Wrightwood, Schubert/Long, Parker/Long, Drummond/Lockwood, and Montana/Laramie.
  • And then....
9:50pm - Beat 2590 needs a couple of cars to block off traffic at Montana and Cicero.

9:54pm - Beat 2599 is asking for Beat 2500, 25th District Commander, to call him at his convience regarding a manpower update.

9:55pm - Beat 1550 is asking Beat 1554 to meet him at Lamon and Fullerton, but they're blocking off traffic at Fullerton and Cicero.

9:57pm - 2500 wants 2590 to meet him at Fullerton/Cicero.

9:59pm - First Watch Backlog in 25 at 21:59 hours.

10:01pm - 2590 is opening up Cicero, but Fullerton is to stay closed. Units are to also standby.

10:03pm - 2500 wants Beats 41Nora20 and 1440 to keep their guys at Fullerton/Cicero to make sure people stay on the sidewalks.

10:04pm - Beat 6750Charlie is telling 2590 that there's a crowd at Cicero and Diversey near the shopping mall. They're not causing any problems, but they're there.

10:06pm - Beat car 2514 is writing some tickets at Diversey and Lavergne.

10:09pm - 2590 wants to know where Beat cars 2521 and 2525 are. 2521 is at Fullerton/Cicero and 2525 is at Killpatrick and Fullerton, blocking traffic.

10:11pm - 1) Fire. 2310 N Cicero. Three-flat building on fire. 2) Person w/ a gun. 2400 N Cicero. Five male Blacks in a white car showed a gun out the car window. They fled towards Montana on Cicero.

10:12pm - The 2310 Cicero call is a 16Adam.

10:16pm - Beat 4547Boy is coding out the 2400 Cicero call as 19P.

10:17pm - Person w/ a gun. Diversey and Central. Male Hispanic with a white hat and red jeans has a gun. Group of gangbangers are there too.

10:19pm - Beat 2566 needs a marked car at Cicero/Diversey.

10:21pm - 2514 has a traffic stop at 53XX W Diversey.

10:22pm - 2590 wants a car to meet him at Lavergne and Diversey.

10:23pm - Shots Fired. Lavergne/Diversey. Two shots heard in the area.

10:24pm - 1) Fire. 5637 W Grand. Truck. 2) Gang disturbance. Belmont and Cicero.

10:33pm - 2590 is opening up Fullerton from Major to Laramie. Everything else east of there has to remain closed.

10:47pm - 2590 needs a car to block off Killpatrick and George for diverted traffic.

10:51pm - Burglary. 25XX N Austin.

10:52pm - Criminal trespass in progress. 2932 N Melvina. People entering the vacant building through the back.

11:02pm - 2590 is opening up Fullerton to Lamon. Everything else has to remain closed.

11:04pm - Beat 4546Charlie has a traffic stop at 2209 N Cicero. Event number is 20166.

11:08pm - I'm going to go for the night. I'll be back tomorrow or sometime in the week. Good night, everyone.

Group Flashing Flags @ Fullerton/Meade, Wagon Needed @ Cicero/Fullerton

Good evening, everyone, it's 7:23pm. .

7:25pm - Disturbance. Fullerton and Meade. Group on the corner flashing flags and going into the street.

7:45pm - Beat 2520 needs the wagon at Cicero and Fullerton. Got a group acting up over there. Wagon's on lunch right now, though.

7:46pm - Shots Fired. 2800 block of N Mason. Three shots fired on the block.

7:50pm - Assault in progress. Fullerton and Melvina. Group of gangbangers throwing bottles and debris.

7:53pm - A slow down is being given on the 7:46pm job. Beat 2550 is on scene, says nothing's happening so far.

8:00pm - 2520 has a traffic stop at Lamon and Fullerton, needs a Spanish speaker.

8:22pm - Battery in progress. 6100 W Fullerton. Two males beating up on one.

8:35pm - 1) Beat 2563Adam is pulling an RD number for an "1811" from a traffic stop at 6156 W Fullerton. It's HV477448 with the event number of 17012. Console time is 20:35 hours. Also, 2563A is advising all other officers in the area that they cleared off the corner for now of the celebrators but they're most likely going to come back. 2) Beat car 2514 has a street stop at Central and Belmont.

8:36pm - 2520 needs a second car at Cicero/Fullerton. Corner really needs to be cleared. Beat car 2522 is headed over. Beat 2563Eddie is heading over also well.

8:39pm - Shots Fired. 14XX N Avers. Two shots fired. There's also a party going on there.

8:44pm - Assault in progress. 17XX N Karlov.

8:56pm - Beat car 2524 has a traffic stop at Fullerton and Lavergne.

8:57pm - Beat 2566Adam has a multi-vehicle crash at 5005 W Fullerton with some injures.

8:58pm - 1) Disturbance. Wabansia and LeClaire. 2) Narcotics. 4007 W Armitage. Bartender selling drugs.

9:11pm - Person w/ a gun. 41XX W Wabansia. Male Hispanic with a green t-shirt just pulled a gun out on the caller.

9:22pm - Shots Fired. Kilbourn and Wrightwood.

9:23pm - Shots Fired. 45XX W Wrightwood. Shots were fired from a red van.

9:24pm - They're still calling on the "Shots Fired". Also now coming in as a gang disturbance.

9:25pm - Now they have info that a male White with a red baseball cap and a jacket fired the shots on Wrightwood, and ran into a gangway. Also, Beat car 2511 is over there, and is saying that a citizen told them that a red full-sized conversion van fired the shots.

9:34pm - Gang disturbance. Diversey and Linder.

9:35pm - Beat 2563Charlie needs a car ASAP at Central/Fullerton. Large crowd in the street getting out of hand.

9:37pm - A slow down is being given at 2563C's situation. They've got it covered.

9:40pm - Beat 2590 is requesting Beats 2520 and 2560 to come to Central/Fullerton.

9:41pm - Shots Fired. Neenah and George. Two shots heard.

9:42pm - 2590 is giving Dispatch the order to shut Fullerton down between Laramie and Austin. Some Tac units are needed to do this, and to man the barriers.

9:47pm - Ticket of a "Person Shot" is coming over at OLR from the Kilbourn/Wrightwood incident.

9:49pm - 2520 needs an officer to help him set up the barriers at Fullerton and Laramie. He's also asking Beat 2583 how everything's going up on Diversey, and 2583 says that everything is fine so far up there.

9:50pm - A unit is getting flagged down at Lockwood and Fullerton, and someone's saying that gangbangers are throwing bottles over there.

9:52pm - 1) Loud music disturbance. 22XX N Menard. 2) Gang disturbance. Fullerton/Laramie.

9:53pm - 2590 is telling the cars at Central/Fullerton that traffic is going north on Linder and on Long then cutting west through the north alley of Fullerton, and then turning back onto Central. He wants them to keep all of that traffic off of Fullerton.

9:54pm - 2520 needs a car to go over to Diversey and Laramie to see if eastbound traffic on Diversey needs to be shut down.

9:55pm - Beat 2544 has a two-car crash at Pulaski and Grand with injures. Female injured.

9:57pm - 2563C needs another car at Grand and Menard. They've got about 10 gangbangers in a car.

9:59pm - Battery in progress. 29XX N Linder.

10:00pm - A slow down is being given at 2563C's stop. They're okay.

10:06pm - The shooting from the 4500 block of W Wrightwood actually happened on the 4400 block of Wrightwood, thus being on 2524's Beat, which is, ultimately, a Beat I don't cover on this blog.

10:10pm - Beat 2500, 25th District Commander, is at Melvina and Fullerton with a crowd of gangbangers that need to be cleared out.

10:13pm - The wagon's needed at Melvina/Fullerton now. It's getting out of hand. Beat 2533Robert, the Midnight wagon, is headed over.

10:17pm - 2500 wants a rapid response unit to sit at Melvina/Fullerton to monitor these crowds that are building up over there.

10:20pm - 2520 needs one car to block off westbound traffic at Diversey and Cicero, and another one to block eastbound traffic at Diversey/Laramie.

10:22pm - Beat 1480 and his team are coming into 25 for a couple hours to help patrol Fullerton.

10:25pm - 1) Shots Fired. 5100 W Wellington. Four shots heard. 2) Shots fired. Lavergne and Diversey.

10:32pm - Just an FYI to everyone: I've checked out Zones 10, 13, 3 and 11, where there are considerable Hispanic populations, and I haven't heard anything on those Zones. So it seems as if the only problematic groups are in the west side of town up in 25, and I'll continue to monitor 25 excluselvy for a couple more hours.

10:41pm - 1) Battery in progress. Fullerton and Major. Group fighting. 2) Gang disturbance. Lockwood and Fullerton. 3) Gang disturbance. 22XX N Lorel.

10:43pm - A slow down is being given at Fullerton/Major. They're just messing around.

10:53pm - Fire. 4818 W Fullerton. Building on fire.

11:00pm - Battery in progress. 2400 N Newland. Couple of males fighting in the alley near the bar.

11:02pm - 2590 says Fullerton can be opened up all points west of Long, but it must remain closed east of there, especially between Long and Cicero.

11:06pm - 2522 needs another car at Marmora and Grand. Couple of units are going.

11:20pm - 2590 is reporting that the Fullerton/Laramie area is pretty much cleared up. 2520 is reporting the same thing at Diversey/Cicero. Units are being cleared up.

11:25pm - 2500 is saying that pretty much all of Fullerton is clear and quiet, so all units can be cleared up. 1480's team can go back to Wicker Park.

11:27pm - Beat 2563Adam has a large group of teens in the 2300 block of N Moody up to no good. They're pulling up now.

11:29pm - A slow down is being given on the 11:27pm thing.

12:00am - I'm going to go for the night. I'll be back tomorrow. Have a good night, everyone :).
